Should IT run your CMS selection project?

Dorthe Raakaer Jespersen can't seem to make up her mind: One minute IT shouldn't run a CMS selection project, but the next minute, it should. Make up your mind!

Of course there's valid issues on both sides of this discussion. On the pro side, IT understands technology, can prevent departments from buying unnecessary systems, will have to maintain the system anyway, and may have the budget.

For the cons, IT can focus too much on the technology and too little on the rest, can overestimate the system lifetime, won't be the CMS's end users, are too busy to focus on your project, and might eventually just hand it over to you with you not knowing what to do with it.

So, which is true and which is false? Unfortunately, they're all right and they're all wrong. Read both cases, and consider where, on each of those issues, you and your project stand. It might help you navigate the treacherous waters of project planning.
